FCC Commissioner McDowell Adds McGrath To Staff

FCC Commissioner Robert M. McDowell announced Friday that Erin McGrath will be joining his staff as acting legal adviser for media issues.

McGrath has worked at the commission since March 2000, most recently as assistant division chief in the Wireless Telecommunications Bureau’s mobility division. During this time, she engaged in numerous rulemaking proceedings, was instrumental in the review of several major wireless and media transactions, and managed post-auction licensing matters.

She also served as the interim legal adviser to Commission Meredith A. Baker for wireless, international and public safety issues. McGrath received her B.A. from the University of Pennsylvania and her J.D. from the Benjamin N. Cardozo School of Law.

Rosemary Harold, who has been legal adviser for media issues to Commissioner McDowell since September 2008, has decided to begin considering other opportunities outside the commission.

is a cable series about an alien invasion, but we never see the invasion. That happened six months ago. The show is a family drama, above all, that just happens to employ post-apocalyptic language and slimy space aliens. The special effects are quite good. A mix of CGI and rubbery puppets, the skitters are convincing creatures — characters, eventually — and the mechs and a few flying ships rarely seem wonky. It’s Jericho isn’t really all that helpful as an inspirational story or even as a cautionary tale. But the series provides an invaluable lesson in celebrity self-help. The duchess who was all but ruined by a hidden camera turns the tables on the tabloids, letting cameras intrude into her personal woes just far enough to win over viewers and, as she puts it, “rebuild the brand Sarah.”

As part of approving the marriage of Comcast, the nation's largest cable and broadband provider, with NBCUniversal, whose holdings include the NBC and Telemundo broadcast networks and cable channels USA, Bravo and CNBC, the FCC wants to know the amount of independent programming carried by all the media outlets of the combined media entity. Unfortunately, the information the FCC requested is far too limited to draw any real conclusions about the amount of independent programming on Comcast-owned networks.

Rights Groups Say Proposed Tweaks to Secure Communities Program ...

&Ndash; The Center for Constitutional Rights, Detention Watch Network (DWN), Rights Working Group (RWG), National Day Laborer Organizing Network and the National Immigration Project reject Immigration and Customs Enforcement’s (ICE) announcement today of minor changes to Secure Communities, a federal immigration enforcement program that has come under fire by communities nationwide that say it undermines public safety, invites racial profiling and fails in meetings ICE’s own objectives by funneling non-citizens into what groups say is a dangerous detention and deportation system. Just this month, states like New York, Massachusetts and Illinois and other localities announced their refusal to participate in the controversial program. The coalition says it is encouraged that ICE appears to be responding to the broad public outcry against Secure Communities, but say ICE’s appointment of a commission to inquire into abuses will do nothing to address the program’s underlying dysfunction; rather, groups say these cosmetic changes only mask the dangers of rolling out a program unfettered by meaningful oversight and accountability. “These changes are nowhere near sufficient to address the well-documented problems with the Secure Communities program that has thus far torn apart countless families across the country by funneling people into a detention and deportation system rife with abuse,” said Andrea Black, Executive Director of Detention Watch Network. “The flaws with Secure Communities run so deep that the only solution is termination of the program.”

“We are stunned by the inadequacy of this announcement. Reform before review not only puts the cart before the horse, it continues to take the country in the wrong direction,” said Paromita Shah, Associate Director of the National Immigration Project. “ICE should listen to our elected leaders rather than ramming this federal program down the throats of localities that want nothing to do with it.”

“When federal auditors and inspectors are ignored, as they were with the 287(g) program, one has to wonder what good an ’advisory’ committee will do here,” said Retired Chief of the Sacramento Police Department and Current Project Director of the Law Enforcement Engagement Initiative Arturo Venegas. “Advice given is not required to be taken! You have three governors and umpteen chiefs of police and sheriffs telling you there are major problems with the program and that they want out. How much heavyweight advice do you need?
