Proposed changes to Nevada's graduated licensing laws
Note: The following recommendations were culled from interviews with dozens of teens, parents, legislators and advocates who were contacted for this special report.
Ban teens from using cell phones while driving.
Cell phones are distracting for all drivers and increase the chance of having a traffic accident. A 1997 New England Journal of Medicine study found the risk of having an accident increased by four times when a driver was using a cell phone. Given their inexperience, learning and newly licensed drivers could be at a higher risk.
Nevada should join 10 other states that ban teens from using cell phones while driving. Most of those states limit cell phone use during the learner's permit or intermediate license period, but Connecticut and Illinois ban teens from using their cell phones while driving until age 18. New York, New Jersey, Connecticut and District of Columbia prohibit handheld cell phone use by all drivers.
Require some professional driving instruction.
Nevada places the burden of teaching teens to drive on parents or other qualified drivers. Teens under the age of 18 must have at least 50 hours of behind-the-wheel training, 10 of which must be at night, before they can apply for a license.
But critics say parents may lack the skills to teach teens how to drive in snow or other adverse weather conditions, or to teach their child such defensive maneuvers as a controlled skid. And parents may pass on poor driving habits or cut short the full 50 hours of training required.
A better method would still put the primary responsibility on parents but require a portion of a teen's training be done by a licensed professional driving instructor. California teens must complete training requirements similar to those in Nevada but are required by law to complete at least six hours of professional driver's training instruction.
Additionally, the Department of Motor Vehicles should offer, at the time teens receive their learner's permits, a checklist to parents of driving skills to be taught. Parents are given no guidelines on what to teach their teen drivers.
Include behind-the-wheel training as part of driver's education courses.
Before 1998, the Washoe County School District regularly included behind-the-wheel instruction as part of driver's education courses. But high costs and difficulty getting cars prompted the district to discontinue the offer. Today just Reno High offers behind-the-wheel training (for $75). Driver's education, once regularly offered for credit, mainly is available through the district's community education department and usually is available only after school, during spring or winter break, or over the summer. Advocates argue putting a behind-the-wheel training component back into driver's education classes would give teens better and more complete driving skills. Furthermore, they say the program could be designed to teach those skills universally to teens across the state.
